Tender for the Expansion of the Perito Moreno Gas Pipeline

The state-owned company Energía Argentina (Enarsa) has launched a national and international public tender for the expansion of the transportation capacity of the Perito Moreno Gas Pipeline (formerly the Néstor Kirchner Gas Pipeline) by 14 million cubic meters per day (MMm³/d) for a period of 15 years. The project will allow for the increased evacuation of larger volumes of unconventional gas from Vaca Muerta.

The awarded bidder will be responsible for the operation and maintenance of the pipeline. Additionally, they will have the option to carry out and finance an optional expansion of up to 6 MMm³/d.

Enarsa’s public tender is the first privately-initiated project to be implemented within the national natural gas transportation system.

Bid submissions are scheduled for July 7, 2025.

Electrical Transport Expansion

New National Energy Plan is coming

On May 29, 2025, the Argentine government announced the "National Plan for the Expansion of Electrical Transport Works" that would take place across the country (the “National Plan”). This National Plan aims to underscore a commitment to modernizing and enhancing the country's electrical transport infrastructure in order to ensure the smooth operation of the Argentine Interconnection System (SADI) and mitigate service outages.

The National Plan would include the addition of 5,610 new kilometers of transmission lines, a 38.3% increase over the current network, with an investment exceeding 6.6 billion dollars. Moreover, it is thought to be financed and executed through a public works concession scheme.

Trade Regulations

ANMAT Deregulates Imports of Cosmetics and Hygiene Products

Through Disposition 3562/2025, Argentina's National Administration of Drugs, Food and Medical Technology ("ANMAT", after its Spanish acronym) officially ceased its regulatory control over the importation of personal care and cosmetic products for individual use. The government eliminated authorization requirements for products such as perfumes, toothpaste, diapers, cosmetics, and other hygiene products, as part of a broader deregulation agenda. These items can now be imported via courier without prior approval by ANMAT, with importers and users assuming full responsibility for their use.

This move is positioned as a step toward greater market freedom and consumer choice by reducing bureaucratic hurdles, enhancing logistics efficiency, and improving access to the Argentine consumer market.

Privatizations

Privatization of Argentine Highways

As reported in the May 23, 2025 edition of What's New In Argentina, the National Government has launched an initiative to privatize national highways. This initiative, called the "Federal Concessions Network”. 

Through Resolution N° 29/2025, published in the Official Gazette on June 3, 2025, the Secretary of Transportation called for National and International Public Bidding for the construction, operation, administration, repair, expansion, conservation, maintenance, provision of services to the user and the execution of new complementary operations under the regime of public works concession for tolls within the framework of Law 17,520 and its amendments.
