Selling of the 44% of shares of Nucleoeléctrica Energía Argentina S.A.

Through Resolution No. 1751/2025 (“Resolution”), on November 6th, the Ministry of Economy initiated the privatization process of the 44% of Nucleoeléctrica Argentina Sociedad Anónima (NASA) under the terms of Decree No. 695/2025. As informed in our September edition of What's New In Argentina, NASA is the operator of the Atucha I, Atucha II and Embalse nuclear power plants.
Initially, the process will entail the divestiture of shares in NASA via a national and international public tender, in accordance with Law No. 23,696. To comply with this initiative, the Temporary Special Executive Unit “Agency for the Transformation of State-Owned Enterprises” was instructed to coordinate the necessary actions for the purpose of:
(a) Finalizing the sale of the 44% of shares of NASA within twelve (12) months of the effective date of this Resolution; and
(b) Engaging a bank belonging to the National Public Sector to value the equity interest in NASA.
The procedure will be carried out through the CONTRAT.AR platform.

Public Hearing for Vía Navegable Troncal Concession Tender
|
On October 1, 2025, Argentina’s National Ports and Navigation Agency officially convened a Public Hearing for the submission and public review of the Management and Environmental Assessment Report (Informe de Gestión y Evaluación Ambiental) for Vía Navegable Troncal (“VNT”). This is a legally required pre-tender step ahead of a National and International Public Tender process.
Under Resolution No. 48/2025, the forthcoming concession aims to modernize, expand, operate, and maintain the signaling system, as well as to perform dredging and maintenance tasks along the VNT.
The VNT is Argentina’s main navigational route for foreign trade, carrying approximately 80% of the country’s exports. It has a strategic regional connection, linking Argentina with key trade routes across the Southern Cone.

Privatization of Argentina's Highways
|
On October 8, 2025, the Argentine Government opened bids for the first two (2) highway concession projects under its road privatization program. The tenders cover the “Corredor Oriental” (including National Routes 12 and 14, connecting Buenos Aires with the Uruguay border) and the “Conexión Rosario–Victoria” (National Route 174, spanning the Paraná River bridge).
Additionally, on November 3, 2025, the Minister of Economy announced that the National Government will move forward with the second stage of the Federal Concessions Network and launch the national and international public tender for two (2) new sections: (i) South section - Atlantic - Southern Access 1.325 km (National routes 3, 205, 206 and the Richeri, Newbery, and Ezeiza-Cañuelas highways); and (ii) Pampa Section, 547 km on National Route 5 (Luján-Santa Rosa).
Each concession will include operation, maintenance, rehabilitation, and potential commercial developments such as rest stops, service stations, or logistics facilities. Bids will be submitted through the government’s Contrat.AR system and evaluated based on technical and financial criteria.
Said tenders are part of the "Federal Concessions Network," which aims to improve infrastructure and decrease government spending, as established in National Decree No. 28/2025.

National and International tender for the porteño Subway
|
The City of Buenos Aires, Resolution No. 568/2025 authorized the call for a National and International Multi-Stage Public Tender (No. 10241-0094-LPU25) for the "Engineering, Construction, and Equipment of Line F". The primary objective is to select the bidder who will be awarded the Contract for the Engineering, Construction –Works and Installations–, and Equipment of the new Line F subway.
The official budget is an estimated USD 1.350.000.000, with a stipulated execution period of sixty months. The project involves the construction of a new 9.8-kilometer route with around twelve stations, interconnection tunnels, and essential installations.
This new route is strategically designed to connect the key central neighborhoods of Barracas, Constitución, Recoleta and Palermo, allowing for critical combination/transfer points with the other six existing subway lines, significantly expanding the network’s reach and capacity as the projected image shows:

Government Opens 2026 Duty-Free Quota for Electrified Vehicle Imports

The Argentine Government published Resolution No. 377/2025 launching a new duty-free import quota of 50,000 “electrified” vehicles for the 2026 calendar year. The measure extends the special regime introduced in 2025, which allows automakers and importers to bring hybrid and electric vehicles into the country without paying the 35% import tariff, provided they meet certain technical and pricing conditions.
Eligible models include mild hybrids, conventional hybrids, plug-in hybrids, and fully electric vehicles with a FOB value below USD 16,000. The 2026 quota will be split evenly between local automakers (25,000 units) and import-only companies (25,000 units).

Government suspends export duties on steel, aluminum and derivatives
|
On October 7, 2025 the National Executive Branch, via Decree No. 726/2025, established an export duty rate of zero percent (0%) for steel, aluminum and derivatives (11 products). This measure applies only for countries that, at the time the measure comes into effect, apply an ad valorem import tariff equal or greater than 45% on these goods.
This 0% rate is effective until one of two conditions is met, whichever occurs first: December 31, 2025 or a tariff reduction regarding the import duty specified in Article 1 is formalized.

Wine Industry Deregulation

Government streamlines and modernizes the viticulture framework
|
In the context of Argentina’s broader deregulation and state modernization process, the National Government enacted Resolution No. 37/2025, which repeals 973 obsolete rules governing the wine industry.
The reform eliminates multiple administrative burdens — such as weekly production declarations and transit permits — and makes origin, vintage, and varietal certifications optional unless required by export markets. It is stated that the aim is to simplify controls and reduce bureaucratic costs, in order to foster competitiveness, flexibility, and efficiency across all stages of the wine production and distribution chain, positioning the Argentine wine industry for stronger performance in global markets.
