Neuquén reglamenta el reporte de emisiones de gases de efecto invernadero para el sector upstream

El 10 de abril de 2026 se publicó en el Boletín Oficial de Neuquén la Disposición N° 1/2026 de la Subsecretaría de Cambio Climático (la “Disposición”), mediante la cual se aprobó un procedimiento de reporte de emisiones de gases de efecto invernadero (“GEI”) correspondiente al sector upstream (exploración y producción) de la industria hidrocarburífera provincial.

La Disposición se dicta en el marco del “Programa de Monitoreo y Mitigación de Emisiones de Gases de Efecto Invernadero en el Sector Hidrocarburífero”, aprobado por la Resolución N° 258/2025 (el “Programa”), y tiene por objeto reglamentar su implementación mediante un sistema de monitoreo, cuantificación y reporte de emisiones.

Entre los principales aspectos de la Disposición se destacan:

  • Procedimiento de reporte: Se establece un esquema técnico para la elaboración de inventarios y reportes de GEI, con metodologías y estándares que aseguran la consistencia y comparabilidad de la información.
  • Monitoreo y control: Se prevé un sistema de seguimiento, verificación y eventual mitigación de emisiones por parte de la autoridad competente.
  • Comisión de seguimiento: Se crea una Comisión de Seguimiento, Revisión y Actualización del Programa, cuya función será asistir a la autoridad de aplicación en el análisis técnico del régimen, la evaluación periódica de su funcionamiento y la propuesta de mejoras.
  • Implementación progresiva: Se prorroga por un año la etapa piloto del Programa respecto de los segmentos midstream (transporte y almacenamiento y procesamiento) y downstream (refinamiento).
La Disposición integra el marco regulatorio climático para el sector hidrocarburífero en Neuquén, promoviendo mayor transparencia en la medición y gestión de emisiones.

Neuquén regulates greenhouse gas emissions reporting for the upstream sector

Published in the Official Gazette of Neuquén on April 10, 2026, Disposition No. 1/2026 of the Office of Climate Change (the “Disposition”) approves a greenhouse gas (“GHG”) emissions reporting procedure applicable to the upstream (exploration and production) segment of the provincial oil and gas industry.

The Disposition is issued within the framework of the “Program for Monitoring and Mitigation of Greenhouse Gas Emissions in the Hydrocarbon Sector”, approved by Resolution No. 258/25 (the “Program”), and aims to regulate its implementation through a system for monitoring, quantifying and reporting emissions.

The main aspects of the Disposition include:

  • Reporting procedure: A technical framework is established for the preparation of GHG inventories and reports, including methodologies and standards that ensure the consistency and comparability of the information.
  • Monitoring and control: A system for tracking, verification, and potential mitigation of emissions by the enforcement authority.
  • Oversight committee: A Monitoring, Review, and Update Committee for the Program is created to assist the enforcement authority in the technical analysis of the regime, the periodic assessment of its performance and the proposal of improvements.
  • Phased implementation: The term of the pilot phase of the Program is extended for one year for the midstream (transportation, storage, and processing) and downstream (refining) segments.
The Disposition is an integral part of the Neuquén climate regulatory framework for the hydrocarbon sector, promoting greater transparency in the measurement and management of emissions.
