La ANMAT establece la obligatoriedad de incorporar códigos bidimensionales en los envases de especialidades medicinales para el acceso a prospectos

Por medio de la Disposición N° 2891/2026 de la Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (“ANMAT”), se reguló la digitalización de la información al usuario en los empaques de medicamentos.

A continuación, se destacan los principales puntos de la norma:

  • Ámbito de aplicación general: La medida alcanza a la totalidad de las especialidades medicinales, sin distinción de su origen ni de su condición de venta (ya sea de venta libre o bajo receta).
  • Ubicación y coexistencia con el formato físico: El código bidimensional debe ir impreso o mediante una etiqueta antifraude en el envase secundario (quedando su inclusión en el envase primario como una facultad optativa). Asimismo, se autoriza la coexistencia del código digital con el prospecto tradicional en versión impresa.
  • Exclusividad del contenido digital: El código debe redirigir única y exclusivamente al prospecto vigente y aprobado por la ANMAT. Queda estrictamente prohibido que el enlace derive a publicidad, promociones o contenidos comerciales.
  • Estándares técnicos y responsabilidad legal: Los códigos deberán implementarse bajo estándares internacionales de trazabilidad (como GS1). Los laboratorios titulares de los medicamentos revisten el carácter de responsables únicos de garantizar que la información en línea permanezca siempre accesible, verídica y actualizada.
  • Cronograma de implementación: Se fija un plazo de seis meses para la emisión sistémica de los códigos. No obstante, la incorporación física en los empaques se realizará de forma progresiva, mediante un cronograma que respetará el agotamiento del stock de envases ya existente.

La ANMAT actualiza el listado de sustancias prohibidas en productos de higiene personal, cosméticos y perfumes

Por medio de la Disposición N° 2820/2026 de la Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (“ANMAT”), se introdujeron modificaciones de fondo al régimen de control de componentes para productos cosméticos y de aseo.

A continuación, se destacan los puntos fundamentales de la norma:

  • Incorporación de normativa regional: Se adopta de forma integral la Resolución GMC N° 27/25 del Mercosur.
  • Modificación del listado de sustancias: La medida modifica la Disposición ANMAT N° 6433/2015, agregando nuevas sustancias al listado de elementos prohibidos que no pueden ser utilizados en la fabricación de cosméticos y productos de higiene.
  • Plazo de adecuación: Las empresas que ya cuenten con productos registrados en el mercado dispondrán de un plazo de 60 días corridos (con vencimiento el 14 de julio) para adaptar sus procesos y formulaciones a las nuevas restricciones.

ANMAT establishes the mandatory incorporation of two-dimensional codes on medicinal specialty packaging to link to patient information leaflets

By means of Disposition No. 2891/2026 issued by the National Administration of Drugs, Foods, and Medical Technology (“ANMAT”), the digitalization of user information on medicinal packaging was regulated.

The main points of the regulation are highlighted below:

  • General scope of application: The measure applies to all medicinal specialties, regardless of their origin or marketing authorization status (whether over-the-counter or prescription-only).
  • Location and coexistence with physical formats: The two-dimensional code must be printed or placed on an anti-counterfeit label on the secondary packaging (leaving its inclusion on the primary packaging as an optional alternative). Furthermore, the coexistence of the digital code with the traditional printed version of the leaflet is authorized.
  • Exclusivity of digital content: The code must redirect solely and exclusively to the current patient information leaflet approved by ANMAT. Directing users to advertising, promotions, or commercial content is strictly prohibited.
  • Technical standards and legal liability: The codes must be implemented in accordance with international traceability standards (such as GS1). The laboratories holding the marketing authorization for the medicines shall be solely liable for ensuring that the online information remains accessible, accurate, and updated at all times.
  • Implementation timeline: A 6-month deadline is set for the systemic issuance of the codes. However, the physical incorporation into the packaging will be carried out progressively, following a schedule that respects the depletion of existing stock.

ANMAT updates the list of prohibited substances in personal hygiene products, cosmetics, and perfumes

By means of Disposition No. 2820/2026 issued by the National Administration of Drugs, Foods, and Medical Technology (“ANMAT”), substantive amendments were introduced into the control regime for components in cosmetics and toiletries.

The fundamental points of the regulation are highlighted below:
  • Incorporation of regional regulations: Mercosur Resolution GMC No. 27/25 is fully adopted.
  • Modification of the list of substances: This measure amends ANMAT Disposition No. 6433/2015, adding new substances to the list of prohibited elements that cannot be used in the manufacturing of cosmetics and hygiene products.
  • Adaptation period: Companies that already have registered products on the market will have a period of 60 calendar days (expiring on July 14) to adapt their processes and formulations to these new restrictions.
