El BCRA habilita el dólar estadounidense como moneda admitida para cuentas sueldo

El 24 de julio de 2026 el Banco Central de la República Argentina (“BCRA”) dictó la Comunicación “A” 8460 (Circular OPASI 2-742), que dispuso la incorporación del dólar estadounidense como moneda admitida para la captación de depósitos en cuentas sueldo.

Dicha comunicación se inserta en las modificaciones de la Ley de Modernización Laboral 27.802 que habilitan el pago de remuneraciones en moneda extranjera.

Por aplicación de dicha comunicación, los empleadores pueden ahora pagar los haberes de los empleados en dólares estadounidenses a través de cuentas sueldo denominadas en dicha moneda. Las cuentas no pueden tener límite de extracciones ni costo alguno para el empleado.

Cabe recordar que, de acuerdo a la normativa laboral, el pago en directo de salarios en efectivo, en cualquier moneda, es nulo.


La Ciudad de Buenos Aires elimina el trámite de Rúbrica Digital de libros laborales

El 29 de julio de 2026 se publicó en el Boletín Oficial de Ciudad Autónoma de Buenos Aires (“CABA”) la Resolución N° 852/SECTE/2026 dictada por el Secretario de Trabajo y Empleo de dicha jurisdicción (la “Resolución”), que dispuso dejar sin efecto el régimen de rúbrica de la documentación del artículo 52 de la Ley de Contrato de Trabajo (“LCT”) con retroactividad al 1 de junio de 2026 y derogó las normas que sostenían el sistema de rúbrica digital en dicha jurisdicción.

Además de un régimen de transición para los trámites ya iniciados, la Resolución clarifica que se mantienen inalteradas las facultades de inspección y fiscalización laboral de la autoridad porteña. De ello resulta que mayo de 2026 es el último período alcanzado por la obligación de rúbrica en CABA.

Cabe recordar que la Ley de Modernización Laboral Nº 27.802 y su decreto reglamentario, el Decreto Nº 407/2026, habían establecido que los empleadores deben registrar a sus dependientes ante la Agencia de Recaudación y Control Aduanero (“ARCA”) y que dicha registración es suficiente a todos los efectos, agregando que no pueden exigirse requisitos adicionales por parte de ninguna otra autoridad. Asimismo, exonera a los empleadores de la obligación de llevar libros laborales -del artículo 52 de la LCT-, tanto en soporte físico como digital.

Dado que el poder de policía laboral retenido por las provincias genera incertidumbre jurídica sobre si las jurisdicciones locales aún podían exigir o fiscalizar la rúbrica de libros, CABA dictó la Resolución alineando su normativa con el esquema nacional de la ARCA, discontinuando legalmente el trámite de Rúbrica Digital.

BCRA approves US Dollar as a permitted currency for payroll accounts

On July 24, 2026, the Argentine Central Bank (“BCRA”)  issued Communication “A” 8460 (Circular OPASI 2-742), which approved the US dollar as a permitted currency for accepting deposits into payroll bank accounts.


This communication aligns with the amendments introduced by the Labor Modernization Act No. 27,802, which enable the payment of salaries in foreign currency.

Pursuant to this communication, employers can now pay employee salaries in US dollars through payroll bank accounts denominated in that currency. These bank accounts must not impose extraction limits or any costs on the employee.

It should be recalled that, under labor regulations, direct cash payments of salaries in any currency are null and void.


City of Buenos Aires eliminates Digital Stamping requirement for labor books

On July 29, 2026, Resolution No. 852/SECTE/2026 (the “Resolution”), issued by the Department of Labor and Employment of the City of Buenos Aires (“CABA”), was published in the local Official Gazette. The Resolution repealed the authentication regime for documentation under Section 52 of the Employment Contract Law (“ECL”) retroactively to June 1, 2026, and revoked the regulations underlying the authentication system in that jurisdiction.

In addition to establishing a transition plan for pending procedures, the Resolution clarifies that the labor inspection and auditing powers of the local authorities remain unchanged. As a result, May 2026 is the final period subject to the authentication requirement in CABA.

It is worth noting that the Labor Modernization Law No. 27,802 and its regulatory decree, Decree Nº 407/2026, had already established that employers must register their employees with the Tax Collection and Customs Control Agency (“ARCA”). This registration is sufficient for all legal purposes, and no additional requirements may be demanded by any other authority. Furthermore, it exempts employers from the obligation to maintain labor record books -whether physical or digital- under Section 52 of the ECL.

Given that local labor enforcement powers retained by the provinces had created legal uncertainty as to whether local jurisdictions could still demand or inspect book authentications, CABA issued this resolution to align its regulations with the national ARCA framework, officially discontinuing the Authentication System.
