Derechos de exportación aplicables a determinados productos de aluminio y acero

El 8 de octubre de 2025 el Poder Ejecutivo Nacional publicó en el Boletín Oficial el Decreto N° 726/2025 (el “Decreto”), mediante el cual dispuso una reducción transitoria de los derechos de exportación aplicables a determinados productos de aluminio y acero. 

Dicha medida establece la aplicación de una alícuota de derechos de exportación del 0 % para las mercaderías comprendidas en las posiciones arancelarias de la Nomenclatura Común del Mercosur (“N.C.M.”) detalladas en su Anexo, (entre ellas las N.C.M. 72.08 a 72.12, 72.24 a 72.26, 73.04 y 76.01, 76.04 a 76.07), siempre que las exportaciones se destinen a países que, al momento de su entrada en vigencia, apliquen a dichos productos un arancel de importación “ad valorem” igual o superior al 45 %. 

El Decreto entró en vigencia el 9 de octubre de 2025 y resultará aplicable a las operaciones de exportación que se efectivicen entre esa fecha y hasta el 31 de diciembre de 2025, inclusive. La medida cesará, incluso antes de esa fecha, si se formaliza una reducción arancelaria respecto del arancel de importación del 45 % o superior por parte del país de destino. 

La Secretaría de Coordinación de Producción perteneciente al Ministerio de Economía es la autoridad encargada de dictar las normas aclaratorias y de informar a la Agencia de Recaudación y Control Aduanero (“ARCA”) la nómina de países que cumplen con la condición arancelaria.

Export duties applicable to certain aluminum and steel products

On October 8, 2025, The National Executive Branch published in the Official Gazette the Decree No. 726/2025 (the “Decree”), which establishes a temporary reduction of export duties applicable to certain aluminum and steel products.

The  measure sets an export duty rate of 0% for goods classified under the tariff codes of the Mercosur Common Nomenclature (“N.C.M.” after its Spanish acronym) listed in its Annex (including N.C.M. 72.08 to 72.12, 72.24 to 72.26, 73.04, and 76.01, 76.04 to 76.07), provided that the exports are destined for countries which, at the time of the Decree’s entry into force, apply an “ad valorem” import tariff equal to or greater than 45% on such products.

The Decree entered into force on October 9, 2025, and will apply to export operations carried out from that date through December 31, 2025, inclusive. The measure will cease to apply, even before that date, if the destination country formalizes a reduction of its import tariff below 45%.

The Department for Production Coordination, under the Ministry of Economy, is the authority responsible for issuing interpretative regulations and for informing the Tax Collection and Customs Control Agency (“ARCA”, after its Spanish acronym) of the list of countries that meet the tariff condition.

La  Superintendencia de Servicios de Salud implementó la plataforma SIGMAC, el nuevo sistema para la gestión de medicamentos de alto costo

La Resolución N° 1800/2025 de la Superintendencia de Servicios de Salud (en adelante, la “Resolución” y la “SSS” respectivamente), estableció la oficialización y obligatoriedad de uso de la plataforma digital denominada “Solución Integral de Gestión de Medicamentos de Alto Costo” (“SIGMAC”).

Los principales aspectos de la Resolución son los siguientes:

  • El SIGMAC es el sistema oficial de la SSS para la administración, monitoreo, validación y trazabilidad de los programas institucionales vinculados a la cobertura de medicamentos de alto costo.
  • La utilización de SIGMAC es de carácter obligatorio en todos los programas, presentes y futuros de la SSS vinculados a la provisión de medicamentos de alto costo. Esto aplica independientemente de si los programas son de adhesión voluntaria u obligatoria para los Agentes del Seguro de Salud, y sin importar si su financiamiento es presupuestario o extrapresupuestario.
  • La obligatoriedad alcanza a los Agentes del Seguro de Salud inscriptos en el Registro Nacional de Agentes del Seguro de Salud (RNAS), los laboratorios proveedores y las empresas logísticas intervinientes, conforme los lineamientos operativos que se establezcan.

El Sistema Único de Reintegro por Gestión de Enfermedades (SURGE) y el SIGMAC constituyen, según esta Resolución, herramientas complementarias de la SSS orientadas a fortalecer la transparencia, eficiencia y sostenibilidad financiera del sistema de salud.

The Superintendency of Health Services implemented the SIGMAC platform, the new system for the management of high-cost medicines

Resolution No. 1800/2025 of the Superintendency of Health Services (the “Resolution” and the “SSS”, after its Spanish acronym, respectively) established the formal designation and mandatory use of the digital platform called “Integrated Solution for the Management of High-Cost Medicines” (“SIGMAC” after its Spanish acronym).

The main aspects of the Resolution are as follows:

  • SIGMAC is the SSS’s official system for the administration, monitoring, validation, and traceability of institutional programs related to the coverage of high-cost medicines.
  • Use of SIGMAC is mandatory for all current and future SSS programs related to the provision of high-cost medicines. This applies regardless of whether programs are voluntary or mandatory for Health Insurance Agents, and irrespective of whether their funding is budgetary or extra-budgetary.
  • The obligation applies to Health Insurance Agents registered in the National Registry of Health Insurance Agents (“RNAS” after its Spanish acronym), supplier laboratories, and participating logistics companies, in accordance with the operational guidelines that are issued.

According to the Resolution, the Single Reimbursement System for Disease Management (“SURGE” after its Spanish acronym) and SIGMAC constitute complementary tools of the SSS intended to strengthen transparency, efficiency and financial sustainability of the health system.
