La Secretaría de Energía aprueba la Programación Estacional de Verano 2025-2026 del Mercado Eléctrico Mayorista
Mediante la Resolución N° 434/2025 del 3 de noviembre de 2025 (la “Resolución”), la Secretaría de Energía de la Nación aprobó la Programación Estacional de Verano Definitiva para el Mercado Eléctrico Mayorista (“MEM”) y el Mercado Eléctrico Mayorista del Sistema Tierra del Fuego, correspondiente al período comprendido entre el 1 de noviembre de 2025 y el 30 de abril de 2026.
La medida fue elaborada por la Compañía Administradora del Mercado Mayorista Eléctrico S.A. y se enmarca en el proceso de normalización progresiva del MEM, dispuesto por la Resolución N° 400/2025 de la Secretaría de Energía, orientado a fortalecer la transparencia, eficiencia y sostenibilidad del sector eléctrico nacional.
La Resolución aprueba los Precios Estacionales de Energía y Potencia, así como los valores del Servicio Público de Transporte de Energía Eléctrica en Alta Tensión y Distribución Troncal, e incorpora un componente específico de Servicios y Adicionales del Sistema, fijado en $4.927 por MWh.
Asimismo, se establecen los Precios sin Subsidio que deberán aplicar las distribuidoras de jurisdicción federal para reflejar en las facturas de los usuarios el monto del “Subsidio Estado Nacional”.
La Resolución se dicta en el marco de la emergencia del sector energético nacional declarada por el Decreto N° 55/2023 y prorrogada hasta el 9 de julio de 2026, con el objetivo de asegurar la continuidad del abastecimiento y la sostenibilidad económica del sistema eléctrico.
La Secretaría de Energía convoca a concurso para integrar el Directorio del Ente Nacional Regulador del Gas y la Electricidad
Mediante la Resolución N° 388/2025, la Secretaría de Energía de la Nación dispuso la convocatoria a Concurso Abierto de Antecedentes para la designación de los miembros del Directorio del Ente Nacional Regulador del Gas y la Electricidad, conforme a lo establecido por la Ley N° 27.742 y el Decreto N° 452/2025.
El nuevo ente, creado por el artículo 161 de la Ley N° 27.742, unificará las funciones del Ente Nacional Regulador de la Electricidad y del Ente Nacional Regulador del Gas, actuando bajo la órbita de la Secretaría de Energía.
La convocatoria tiene por objeto cubrir los cargos de Presidente, Vicepresidente y tres Vocales del Directorio, los cuales serán seleccionados entre personas con antecedentes técnicos y profesionales en las industrias del gas y de la electricidad.
El ENRE actualiza los valores de remuneración de Transener conforme al mecanismo de revisión tarifaria
Mediante la Resolución N° 724/2025 del 3 de noviembre de 2025 (la “Resolución”), el Ente Nacional Regulador de la Electricidad (el “ENRE”) aprobó los nuevos valores horarios y mensuales aplicables al equipamiento regulado de la Compañía de Transporte de Energía Eléctrica en Alta Tensión Transener S.A., junto con el Promedio de las Sanciones Mensuales Históricas, a partir del 1 de noviembre de 2025.
El ajuste se basa en el mecanismo de actualización de la remuneración aprobado por la Resolución N° 305/2025 del ENRE, que garantiza el mantenimiento en términos reales del valor de la remuneración y de las sanciones de las empresas transportistas durante el período tarifario de 5 años.
De acuerdo con las variaciones del Índice de Precios Internos al por Mayor y del Índice de Precios al Consumidor de septiembre de 2025, el ENRE fijó un incremento de 3,16% sobre los valores horarios y mensuales, y un ajuste total del 7,61% a partir del 1 de noviembre de 2025, resultante de la aplicación combinada del mecanismo de actualización y el incremento mensual del 4,31% previsto en la Resolución N° 305/2025 del ENRE.
El ENRE autoriza la lectura y facturación mensual para usuarios de Tarifa 1 de Edenor y Edesur
Mediante la Resolución N° 730/2025 del 3 de noviembre de 2025 (la “Resolución”), el Ente Nacional Regulador de la Electricidad (el “ENRE”) autorizó a las distribuidoras Edenor S.A. y Edesur S.A. a modificar la periodicidad de lectura y facturación de los usuarios encuadrados en la Tarifa 1 – Pequeñas Demandas, estableciendo un esquema de lectura y facturación mensual, en reemplazo del sistema bimestral vigente.
La medida tiene por objetivo mejorar la transparencia y previsibilidad del consumo y la facturación para los usuarios residenciales, optimizando los procesos de control, gestión y planificación del servicio eléctrico.
La Resolución establece un Período de Transición, durante el cual las distribuidoras deberán presentar al ENRE los planes de implementación y cronogramas de adecuación dentro de los 30 días desde la entrada en vigencia. Asimismo, se dispone la obligación de ofrecer planes de facilidades de pago para los ajustes que pudieran derivarse de la migración al nuevo esquema.
Durante el período de implementación, las empresas no podrán efectuar cortes ni acciones por morosidad vinculadas a diferencias de facturación generadas por el cambio de modalidad y, además, deberán instrumentar un plan de comunicación adecuado que describa, en términos claros y fácilmente comprensibles, el alcance de la implementación de la nueva metodología autorizada.
La Subsecretaría de Transición y Planeamiento Energético aclara la aplicación de nuevos estándares de eficiencia energética para aires acondicionados
Mediante la Disposición N° 5/2025 (la “Disposición”), la Subsecretaría de Transición y Planeamiento Energético se precisó que la aplicación efectiva de los niveles máximos de consumo específico de energía o mínimos de eficiencia energética establecidos por la Resolución N° 426/2025 de la Secretaría de Energía quedará supeditada al plazo que determine la Dirección Nacional de Reglamentos Técnicos de la Secretaría de Industria y Comercio.
La Disposición se enmarca en la implementación de estándares actualizados de eficiencia energética en modo refrigeración y calefacción, conforme a la Norma IRAM 62406:2019 y al Reglamento Técnico aprobado por la Resolución N° 438/2024 de la Secretaría de Industria y Comercio.

The Federal Department of Energy approves the Seasonal Summer Programming for the Wholesale Electricity Market 2025-2026
Through Resolution No. 434/2025 dated November 3, 2025 (the “Resolution”), the Federal Department of Energy approved the Definitive Seasonal Summer Programming for the Wholesale Electricity Market (“MEM”, according to its Spanish acronym) and the Wholesale Electricity Market of the Tierra del Fuego System, corresponding to the period between November 1, 2025, and April 30, 2026.
The measure was prepared by the Company Managing the Wholesale Electricity Market S.A. and is part of the progressive normalization process of the MEM, established by Resolution No. 400/2025 of the Federal Department of Energy, aimed at strengthening the transparency, efficiency, and sustainability of the national electricity sector.
The Resolution approves the Seasonal Prices for Energy and Capacity, as well as the values for the Public Service of Electricity Transmission in High Voltage and Trunk Distribution, and incorporates a specific component for System Services and Add-ons, set at AR$4,927 per MWh.
Distributors under federal jurisdiction must break down the unsubsidized price to reflect the national state subsidy on users’ invoices.
The Resolution is issued within the framework of the national energy sector emergency declared by Decree No. 55/2023 and extended until July 9, 2026, with the objective of ensuring the continuity of supply and the economic sustainability of the electrical system.
The Federal Department of Energy issues a call for applications to join the Board of Directors of the National Gas and Electricity Regulatory Entity
Through Resolution No. 388/2025, the Federal Department of Energy ordered the Open Competition for Credentials and Background to select the members of the Board of Directors of the National Gas and Electricity Agency. This action is carried out in accordance with Law No. 27,742 and Decree No. 452/2025.
The new entity, created by Article 161 of Law No. 27,742, will unify the functions of the National Electricity Agency and the National Gas Agency, operating under the jurisdiction of the Federal Department of Energy.
The purpose of the call for applications is to fill the positions of President, Vice-President, and three Directors of the Board. These members will be selected from individuals with proven technical and professional backgrounds in the gas and electricity industries.
ENRE updates Transener's remuneration values in accordance with the tariff review mechanism
Through Resolution No. 724/2025 dated November 3, 2025 (the “Resolution”), the National Electricity Agency (“ENRE”, after its Spanish acronym) approved the new hourly and monthly values applicable to the regulated equipment of the High Voltage Electric Power Transmission Company, Transener S.A., along with the Average of the Historical Monthly Penalties, effective from November 1, 2025.
The adjustment is based on the remuneration update mechanism approved by ENRE Resolution No. 305/2025, which guarantees the maintenance in real terms of the value of the remuneration and penalties for transmission companies during the 5-year tariff period.
In accordance with the variations of the Wholesale Domestic Price Index and the Consumer Price Index for September 2025, the ENRE set an increase of 3.16% on the hourly and monthly values, and a total adjustment of 7.61% effective from November 1, 2025, resulting from the combined application of the update mechanism and the monthly increase of 4.31% provided for in ENRE Resolution No. 305/2025.
ENRE authorizes monthly meter reading and billing for Edenor and Edesur Tariff 1 users
Through Resolution No. 730/2025 dated November 3, 2025 (the “Resolution”), the National Electricity Agency (“ENRE”, after its Spanish acronym) authorized the distribution companies Edenor S.A. and Edesur S.A. to modify the frequency of meter reading and billing for users classified under Tariff 1 – Small Demands, establishing a monthly reading and billing scheme to replace the current bimonthly system.
The measure aims to improve the transparency and predictability of consumption and billing for residential users, thereby optimizing the control, management, and planning processes of the electric service.
The Resolution establishes a Transition Period, during which the distributors must submit their implementation plans and adjustment schedules to the ENRE within 30 days of the Resolution's effective date. Furthermore, it mandates the obligation to offer payment installment plans for any adjustments that may arise from the migration to the new scheme.
During the implementation period, the companies are prohibited from executing service cuts or taking actions for delinquency related to billing differences generated by the change in modality. Additionally, they must implement an adequate communication plan that describes, in clear and easily comprehensible terms, the scope of the new authorized methodology's implementation.
The Federal Agency of Energy Transition and Planning clarifies the application of new energy efficiency standards for air conditioners
Through Disposition No. 5/2025 (the “Disposition”), the Federal Agency of Energy Transition and Planning specified that the effective application of the maximum levels of specific energy consumption or minimum levels of energy efficiency, established by Resolution No. 426/2025 of the Federal Department of Energy, will be subject to the timeframe determined by the National Bureau of Technical Regulations of the Federal Department of Industry and Commerce.
The Disposition is part of the implementation of updated energy efficiency standards for both cooling and heating modes, in accordance with IRAM Standard 62406:2019 and the Technical Regulation approved by Resolution No. 438/2024 of the Federal Department of Industry and Commerce.
