La Secretaría de Minería actualiza el procedimiento del Régimen de Inversiones Mineras y digitaliza su trámite
El 19 de agosto de 2026, la Secretaría de Minería publicó en el Boletín Oficial la Resolución N° 68/2026 (la “Resolución”), mediante la cual se actualizan los procedimientos aplicables al Régimen de Inversiones Mineras creado por la Ley N° 24.196.
La Resolución entró en vigencia a partir del 19 de agosto y resulta aplicable a los trámites en curso a esa fecha, con excepción de las declaraciones juradas presentadas con anterioridad, que continuarán rigiéndose por la normativa vigente al momento de su presentación.
La Resolución sustituye íntegramente el anexo del artículo 1 de la Resolución N° 30/2018 de la ex Secretaría de Política Minera, que regulaba la inscripción, el mantenimiento de la inscripción y la baja del Registro de Inversiones Mineras, así como el trámite de solicitud de los beneficios previstos por el régimen. Asimismo, aprueba un nuevo sistema informático, el Registro de Inversiones Mineras (RIM), en el cual los beneficiarios son identificados mediante su Clave Única de Identificación Tributaria (CUIT), y a cada proyecto minero se le asigna un código de identificación único, debiendo presentarse las declaraciones juradas de manera separada por cada proyecto. Los prestadores de servicios mineros deberán constituir domicilio legal electrónico en su primera presentación anual, conforme al inciso b) del artículo 14 del nuevo anexo.
El nuevo marco normativo comprende, además, la presentación del Seguro Ambiental Obligatorio previsto por el artículo 23 de la Ley N° 24.196, en articulación con la Ley N° 25.675 (Ley General del Ambiente), y la coordinación entre el régimen minero y el Régimen de Incentivo para Grandes Inversiones (RIGI) de la Ley N° 27.742, incluyendo el tratamiento de los Vehículos de Proyecto Único (VPU) respecto de proyectos mineros ya registrados.
La Resolución deroga el artículo 4 de la Resolución N° 30/2018 y las Resoluciones N° 191/1996, N° 6/2019, N° 118/2020 y N° 195/2021.
Al digitalizar los trámites administrativos y armonizar los incentivos existentes con el marco del RIGI, se espera que esta actualización normativa reduzca significativamente las demoras burocráticas, mejore la trazabilidad de los proyectos y optimice la eficiencia operativa tanto para los operadores mineros como para los prestadores de servicios locales.

The Federal Department of Mining updates the Mining Investments Regime procedures and digitizes filings
On August 19, 2026, the Federal Department of Mining published Resolution No. 68/2026 (the “Resolution”) in the Official Gazette, updating the procedures applicable to the Mining Investments Regime created by Law No. 24,196.
The Resolution entered into force upon publication and applies to proceedings pending as of that date, except for sworn statements filed beforehand, which remain governed by the rules in effect at the time of filing.
The Resolution replaces in full the annex to Article 1 of Resolution No. 30/2018 of the former Agency of Mining Policy, which governed registration, maintenance of registration and deregistration from the Mining Investments Registry, as well as the application for the benefits available under the regime. It also approves a new electronic system, the Mining Investments Registry (Registro de Inversiones Mineras, RIM), in which beneficiaries are identified by their tax identification number (CUIT) and each mining project is assigned a unique identification code, with sworn statements to be filed separately for each project. Mining service providers must establish an electronic legal domicile in their first annual filing under Article 14(b) of the new annex.
The new framework also covers the filing of the Mandatory Environmental Insurance (Seguro Ambiental Obligatorio) contemplated by Section 23 of Law No. 24,196, as harmonized with Law No. 25,675 (General Environmental Law), and the articulation between the mining regime and the Large Investment Incentive Regime (RIGI) under Law No. 27,742, including the treatment of Single Project Vehicles (VPU) in respect of mining projects already registered.
The Resolution repeals Article 4 of Resolution No. 30/2018 and Resolutions No. 191/1996, No. 6/2019, No. 118/2020 and No. 195/2021.
By digitalizing administrative steps and harmonizing existing incentives with the RIGI framework, this updated regulation is expected to significantly reduce bureaucratic delays, improve project traceability, and enhance operational efficiency for both mining operators and local service providers.
