El Poder Ejecutivo promulgó la Ley de Solidaridad Social. Veto parcial del Art. 52.
El 23 de diciembre de 2019 el Poder Ejecutivo Nacional dictó el Decreto Nº 58/2019, mediante el cual promulgó la Ley de Solidaridad Social y Reactivación Productiva en el Marco de la Emergencia Económica (Ley Nº 27.541). Asimismo, la norma fue publicada en la misma fecha en el Boletín Oficial y ya se encuentra en vigencia.
El Poder Ejecutivo resolvió vetar el artículo 52 de la Ley, en la parte que establecía que “En ningún caso el derecho de exportación de hidrocarburos podrá disminuir el valor Boca de Pozo para el cálculo y pago de regalías a las provincias productoras”.
De este modo, no se modifica lo dispuesto actualmente por la Ley de Hidrocarburos en cuanto a la determinación del monto de las regalías.

The Executive Branch enacted the Social Solidarity Law. Partial veto of Art. 52.
On 23 December 2019, the Executive Branch issued Decree No. 58/2019, by which it enacted the Social Solidarity and Productive Reactivation Law (Law No. 27,541). The Law was also published on the same date in the Official Gazette and it is already in force.
The Executive Branch vetoed in Article 52 of the Law, the sentence that provided that "In no case the export taxes may reduce the well-head value for the calculation and payment of royalties to the producing provinces".
Therefore, the veto maintains the current provisions of the Hydrocarbons Law related to the assessment of the amount of the royalties.
