ANAC aprueba un nuevo marco regulatorio para los Servicios Médicos Aeroportuarios

El 25 de septiembre de 2026 se publicó en el Boletín Oficial y entró en vigencia, la Resolución N° 739/2026 (la “Resolución”) a través de la cual la Administración Nacional de Aviación Civil (“ANAC“) derogó la Resolución ANAC N° 522/2023 y aprobó la nueva “Regulación de los Servicios Médicos de los Aeropuertos de la República Argentina”.

Esta actualización responde a la necesidad de revisar el régimen de Sanidad Aeronáutica e incorporar un principio de adecuación y proporcionalidad técnica de los recursos sanitarios. De este modo, la regulación busca evitar tanto la insuficiencia de medios como la asignación de recursos desmedidos frente a las necesidades operativas reales de cada terminal, fijando niveles de prestación diferenciados determinados mediante evaluación técnica y preservando la seguridad operacional.

Asimismo, la norma delimita expresamente la atención ambulatoria de primeros auxilios (no derivada de un accidente o emergencia aérea), cuya responsabilidad recae en el explotador del aeródromo o explotador aéreo, respecto de la respuesta ante emergencias aeronáuticas, la cual se articula a través del Plan de Emergencia de cada aeropuerto en el marco del Capítulo E de la Parte 153 de las Regulaciones Argentinas de Aviación Civil (RAAC).

La Resolución establece que los explotadores de aeródromos deberán adecuar sus servicios médicos e instalaciones a los nuevos lineamientos dentro del plazo de 60 días corridos contados a partir de su publicación oficial (es decir, hasta el 24 de noviembre de 2026).

ANAC approves a new regulatory framework for Airport Medical Services

Through Resolution No. 739/2026 (the “Resolution”), published in the Official Gazette on September 25, 2026, and effective as of the same day, the National Civil Aviation Administration (“ANAC”) repealed ANAC Resolution No. 522/2023 and approved the new “Regulation of Medical Services at Airports of the Argentine Republic”.


This update addresses the need to review the Aeronautical Health framework and incorporate a criterion of technical adequacy and proportionality of medical resources. Thus, the rule aims to avoid both the insufficiency of means and the allocation of oversized resources relative to the actual operational requirements of each airfield, establishing differentiated performance levels determined through technical evaluation while maintaining operational safety.

Likewise, the regulation expressly distinguishes first-aid outpatient care (not stemming from an aircraft accident or emergency), which falls under the responsibility of the aerodrome or aircraft operator, from the response to aeronautical emergencies, which is coordinated through each airport's Emergency Plan under Chapter E of Part 153 of the Argentine Civil Aviation Regulations (RAAC).

The Resolution establishes that aerodrome operators must align their medical services and facilities with the new guidelines within a period of 60 calendar days from its official publication (i.e., until November 24, 2026).
