El ORSNA implementa el nuevo sistema digital de reclamos para usuarios aeroportuarios

El 28 de julio de 2026 se publicó en el Boletín Oficial la Resolución Nº 49/2026 del Organismo Regulador del Sistema Nacional de Aeropuertos (la “Resolución” y el “ORSNA”, respectivamente), formalizando la transición completa hacia la digitalización del registro de quejas y sugerencias en el ámbito aeroportuario.


Entre los aspectos más relevantes de la Resolución se destacan:

  • Derogación de la normativa anterior: Se abrogan las Resoluciones ORSNA N° 155/2002, 6/2003, 21/2003 y los artículos 3 y 4 de la Resolución Nº 84/2004, declarando obsoletos los libros de quejas en papel.
  • Nuevo procedimiento digital: Se aprueba el “Reglamento para la Gestión de Ingresos y Tratamiento de Reclamos de Usuarios Aeroportuarios del SNA”. Los reclamos se canalizarán a través de un formulario web accesible mediante códigos QR, enlaces directos en sitios web y mostradores de atención física al cliente.
  • Plazo de respuesta al usuario: El explotador del aeropuerto debe tramitar y contestar cada reclamo con fundamento en un plazo no mayor a 10 días corridos desde su presentación.
  • Mecanismos de fiscalización y acceso de datos: Los explotadores que cuenten con sistemas propios de gestión de reclamos deberán otorgar acceso directo web al personal del ORSNA o conectar sus sistemas mediante una API. Quienes no dispongan de plataforma propia utilizarán la del ORSNA o remitirán informes mensuales (antes del día 5 de cada mes).
  • Cartelería e infraestructura informativa: Se aprueba un modelo tipo de cartelería bilingüe (español/inglés) con QR. Es obligatorio colocarla en sectores clave (puestos de información, arribos, preembarque, locales comerciales, salas de espera, baños y estacionamientos).
  • Modificación del REGUFA: Se reforman los numerales 5.6.3, 5.6.4 y 19.5.10 del Reglamento General de Uso y Funcionamiento de los Aeropuertos para adecuar las obligaciones del explotador a la nueva modalidad web.
  • Protocolo ante delitos: Frente a hurtos, robos o daños a las personas/propiedad en las instalaciones, se instruye orientar al usuario a formular la denuncia ante la Policía de Seguridad Aeroportuaria (PSA), sin perjuicio de asentar la queja web correspondiente.
La Resolución moderniza los canales de atención y agiliza la toma de datos, al tiempo que eleva los estándares de cumplimiento normativo y fiscalización sobre las concesionarias y prestadores aeroportuarios mediante una trazabilidad digital directa en tiempo real.

ORSNA implements the new digital complaint system for airport users

On July 28, 2026, Resolution No. 49/2026 of the Airport System Regulatory Body (the “Resolution” and “ORSNA”, respectively) was published in the Official Gazette, formalizing the complete transition to the digitization of the complaint and suggestion registry in the airport sector.


The most relevant aspects of the Resolution are:

  • Repeal of previous regulations: ORSNA Resolutions No. 155/2002, 6/2003, 21/2003, and Articles 3 and 4 of Resolution No. 84/2004 are repealed, declaring paper complaint books obsolete.
  • New digital procedure: The “Regulations for the Management of Revenues and Treatment of Claims of SNA Airport Users” are approved. Claims will be channeled through a web form accessible via QR codes, direct links on websites, and physical customer service desks.
  • Response time to the user: The airport operator must process and answer each claim within a period of no more than 10 calendar days from its submission.
  • Oversight mechanisms and data access: Operators that have their own claim management systems must grant ORSNA personnel direct web access or connect their systems via an API. Those who do not have their own platform will use the ORSNA platform or submit monthly reports (before the 5th of each month).
  • Signage and information infrastructure: A standard model of bilingual (Spanish/English) signage with a QR code is approved. It is mandatory to place it in key areas (information desks, arrivals, pre-boarding, commercial premises, waiting rooms, bathrooms, and parking lots).
  • Modification of the REGUFA: Numerals 5.6.3, 5.6.4, and 19.5.10 of the General Regulations for the Use and Operation of Airports are reformed to adapt the operator's obligations to the new web modality.
  • Protocol for crimes: In the event of theft, robbery, or damage to people/property on the premises, users are instructed to file a complaint with the Airport Security Police (PSA), without prejudice to filing the corresponding web complaint.
The Resolution modernizes service channels and streamlines data collection, while raising standards of regulatory compliance and oversight for concessionaires and airport providers through direct, real-time digital traceability.
