El Ministerio de Salud regula la despapelización en la dispensa de medicamentos

Mediante la Resolución Nº 638/2026 del Ministerio de Salud (la “Resolución”), publicada en el Boletín Oficial el 5 de junio de 2026, se avanza  en la digitalización total del circuito de salud, enfocándose en la dispensa de medicamentos en las farmacias.


A continuación se mencionan los puntos clave de la Resolución:

  • Las farmacias deberán implementar sistemas de gestión que permitan validar y registrar digitalmente la entrega de medicamentos ambulatorios, promoviendo la eliminación del papel.
  • Se reconoce oficialmente al token digital (o mecanismos equivalentes) como un método válido para identificar al paciente al momento de retirar su medicación.
  • Si un tercero va a buscar los remedios en nombre del paciente, podrá hacerlo mediante una autorización o credencial digital (también vía token).
  • Sin importar si retira el titular o un tercero autorizado, la farmacia deberá solicitar y registrar el documento de identidad de la persona que se presenta físicamente en el mostrador. Esto queda asociado a la transacción como un control adicional.
  • Los sistemas de las farmacias deberán registrar y conservar los datos de facturación de cada entrega como un respaldo secundario ante eventuales auditorías o reclamos.
Las farmacias y los proveedores de sistemas de salud digital tienen un plazo máximo de 180 días corridos para hacer todas las adecuaciones técnicas y operativas necesarias.

The Ministry of Health regulates digitalization in the dispensing of medications

Through Resolution No. 638/2026 of the Ministry of Health (the “Resolution“), published on June 5, 2026, in the Official Gazette, the government advances toward the full digitalization of the healthcare ecosystem, focusing on the dispensing of medications in pharmacies.


The key points of the Resolution are the following:

  • Pharmacies must implement management systems that allow for the digital validation and registration of outpatient medication dispensing, promoting the elimination of paper.
  • The digital token (or equivalent mechanisms) is officially recognized as a valid method to identify the patient at the time of collecting their medication.
  • If a third party collects the medicine on behalf of the patient, they may do so through a digital authorization or credential (also via token).
  • Regardless of whether the medicine is collected by the patient or an authorized third party, the pharmacy must request and register the ID of the person physically presenting themselves at the counter. This remains linked to the transaction as an additional control.
  • Pharmacy systems must record and preserve the billing data of each dispensing as a secondary backup for potential audits or claims.
Pharmacies and digital health system providers have a maximum period of 180 calendar days to make all the necessary technical and operational adjustments.
